Mr. F. G. Figg,
the Director of
Observatory, has been for over 27 years in the service of
this Colony and has now reached an age when retirement is
usual, and he proposes in February, 1912, or at any earlier
date at which his services can be spared, to take leave
with a view to retirement. In these circumstances I think
it would be advisable to appoint at once not a Chief
Assistant but a Director designate of the Hongkong Observa-
-tory, who should leave England immediately on the expiry
of Mr. Plummer's leave in order that he may have the
benefit of Mr. Pigg's experience for as long a period as
may be found necessary, before the latter is allowed to go
on leave, I therefore enclose in duplicate the usual
particulars of the office of Director of the Hongkong
Observatory, together with a minute by Mr. Figg as to the
special training and experience necessary for any officer
appointed to this post, and I would suggest that the
Director designate should draw the initial pay of the post
of Director (which is the same as the maximum pay of
Chief Assistant (£420) during the period of his service
onclosure!
